General Assembly Reports

The 6th General Assembly (GA) of EMHRN took place in Malta 5-7 December 2003 and gathered about 90 representatives of the EMHRN membership. The GA was preceded by a working group meeting on Justice in the Mediterranean region 3-4 December 2003. The aim of the GA was to evaluate the work carried out since the last General Assembly in Athens, June 2002; to develop the action plan for 2004-2008 as well as to elect a new Executive Committee.

On 14-15 June 2002, the EMHRN gathered for its fifth General Assembly in Athens. The GA was preceded by a seminar on women’s rights organised by the EMHRN in Athens on 13 June 2002.
The main objectives of this GA were to evaluate work carried out since the fourth General Assembly in Marseille, 2000, to develop the action plan and adopt the budget for the forthcoming period. This Assembly was not elective.

On 7-8 November 2000, the EMHRN gathered for its Fourth General Assembly. The General Assembly took place in Marseilles at the occasion of the Marseilles Civil Forum on 10 -12 November 2000.
The main objectives of the GA were to evaluate the work done since the third general assembly in April 1999, and to elect the EMHRN president, vice-president, treasurer and members of the executive committee. Most participants later went on to attend the Civil Forum in Marseille, which was organised in parallel to the Euro-Mediterranean Partnership Summit. The Meeting of the NGOs was divided into three main workshops: the EMHRN and the FIDH were responsible for the workshop "Democratisation and the Rule of Law". On 13-14 April 1999, the EMHRN gathered for its third general assembly. The meeting took place in Stuttgart at the occasion of the Summit of the Euro-Mediterranean Partnership (EMP), 15-16 April1999.
The main purpose of the meeting was to evaluate the work that had been done since the second general assembly in December 1997, and to develop the EMHRN approach in its various fields of activities.
Most participants later went on to attend the Conference on Human Rights and Civil Society in the Mediterranean, which was organised in parallel to the EMP Summit by the Friedrich Ebert Foundation in co-operation with the EMHRN and the Forum des Citoyens de la Méditerranée (FCM).

On 12-13 December 1997, fifty representatives of human rights organisations and institutions, and individuals concerned with the promotion and protection of human rights in the Euro-Mediterranean region gathered in Copenhagen for the second General Assembly of the EMHRN.

As a follow-up to the November 1995 Barcelona Declaration and Work Programme, and the creation of the Euro-Mediterranean Partnership between 27 countries, the Danish Centre for Human Rights called for a meeting of human rights organizations and individuals from the Middle East, North Africa and the EU to take part in the establishment of a Euro-Mediterranean Human Rights Network with the objective of contributing to the implementation of human rights in the Partnership.
The initiative was dually motivated. First, activities in the field of human rights are not included in the Barcelona Work Programme, although the political and security dimension of the Partnership implies a political commitment by all parties to implement and adhere to fundamental human rights. Secondly, it is stressed in the Barcelona Declaration that the role of civil society in the implementation of the Partnership is essential and should be encouraged.
The objective of the meeting, which was attended by 13 organizations and three individuals, was to outline guidelines for the objectives, priorities, strategies, and the structure of the Euro-Mediterranean Human Rights Network.
