Barcelona +10 Statement

Promotion and Protection of Human Rights in the Euro-Mediterranean Region at the 10th Anniversary of the Barcelona Declaration (2005). At the occasion of the 10th anniversary of the Barcelona Declaration, the EMHRN makes a critical assessment of the progress in the promotion and protection of human rights in the Euro-Mediterranean Region. In this statement, the EMHRN urges the Partner States to enhance and make operational the commitments in the field of human rights made ten years ago, and put the necessary political will behind. The EMHRN notes with regret that the Barcelona process did not significantly help improve the human rights situation in the region during the past ten years. Ten years ago 27 countries, in establishing the Euro Mediterranean Partnership, committed themselves to develop the rule of law and democracy in their political systems and to respect human rights and fundamental freedoms. However, in its statement the EMHRN notes that only few examples of improvements in the human rights field can be attributed to a proactive relation between the Partners to the Barcelona Declaration. Nevertheless, the EMHRN welcomes the dynamics created by the Barcelona process within EuroMed civil society. The statement proposes concrete recommendations agreed by the EMHRN membership on how to improve the protection of human rights in the region. |
